I have not yet received repetition of Governor
of Hong Kong's reply but as I understand from Consul
General at Canton that enlistment of Southern Chinese
is not recommended I give my observations now.
Feasibility of scheme can only be determined by actal trial which I consider worth making. Uncertain factor is the attitude of present Chinese Goverment.
Two alternative methods are suggested, one of which might be tried.
(1), Enlistment of Chinese labourers under private contract, labourers to be shipped from treaty ports. This is the scheme adopted by French who concluded an agreement with a Chinese Syndicate formed by Liang Shin Yi Wang Ko Ming Director of Banque Industriel. This method which could have been carried out easily under Liang Shih Yi Wang Ko Ming regime might now encounter difficulties with Chinese Government. It and Russians have met with obstruction inspired by enemy.
(2). Enrolment by British Government of Chinese labourers in WeihaiWei leased territory taking as
